There are no regulations and you do not need a Cert IV in Training & Assessment. You do need extensive experience in the skill you wish to train others in. - NEW ZEALAND:
Per the careers.govt.nz/jobs-database website no formal training is required to train others in a skill in New Zealand. - USA:
